General context and goals
In 2016, 'Kind en Gezin' (K&G) consulted with various professional organizations of health actors in the context of pilot projects concerning the 'giving birth with a shortened hospital stay'. This created awareness around a number of common challenges and opportunities.
The multidisciplinary digital sharing of perinatal data was clearly defined as the most important requirement of transmural care of high quality.
On demand of the various stakeholders, K&G committed itself to realize a project to share perinatal data via Vitalink to support (future) parents and their healthcare actors in Flanders and the Brussels Capital Region.
Involved parties
In a pilot phase, data will be shared between gynaecologists, pediatricians, midwifes and nurses/doctors of K&G and the patients. In future phases, sharing with GP's and postnatal home care is envisioned.
Stakeholders
The actual content of the project was initiated and defined by and with various parties. Based on practice, existing patient files, eBirth and scientific guidelines around perinatal care a dataset was defined.

To support the 'giving birth with a shortened hospital stay' projects, a pilot dataset was further defined based on that exercise.
Even though this project was initiated by Flanders it is embedded in action point 13 (Standards and terminology) and action point 6 (Sharing to collaborate) of the federal plan e-Santé/e-Gezondheid 2015-2018 to define the used standards.
Guidelines
As the project will enter a pilot phase, the description of the transaction might still evolve depending on the lessons learned within this pilot.
The transaction description is based on a 'modular' approach where the various data of the pilot dataset is used in different modules that represent 'caresets' – a concept developed by input of the INAMI/RIZIV.
